Hi Carlos,

Sorry, but we do not speak Spanish, however using google translate it appears you are experiencing errors when opening the zip file. If you can send us screenshots of the errors we will help you sort it out. We have tested the files on the site and cannot duplicate any errors.

Thanks

As I mention in the Blog, the PTD site is a disjointed jumble. When you are in the site you can see that Social Services mega- category is listed in the tree on the left. This page has a reference to using the new Standard Suite of Contracts for social services and the link for that take you to a page that simply lists the components rather than to the actual documents and it is left to the user to find the documents. It also lacks any guidance for what is different about the procurement of social services (and this would be a great place to put such guides.

The framework would remain the same no matter what good and/or services you are buying, special clauses required for specific items would then be provided in the clause bank, but there is nothing specific there at present.

From what I can see (and I have not worked with the previous Social Services Contracts), there is a very wide gap between these two suites. Your mega category manager should, hopefully, be publishing guidance on who you can use the new framework to achieve the appropriate agreements. You will need to raise your concerns directly with socialservicesprocurement@hpw.qld.gov.au and ask them to address the requirement.

The challenge of templated approaches from a central body is that the template has to be broad. The result is generally that each department will develop their own version of the document and you end up with many orphans. There is no easy answer without automated document generation, but this solution is a long way off in Qld at present.

I note that in the list of Contract templates there is no reference to the Social Services Standard Terms and Conditions. As indicated the PTD website is difficult to navigate and having placing Social Services on its own under the Social Services Mega Category seems to indicate it is somehow not part of procurement. To me it is another type of procurement which has some requirements due to purchasing human services from the NGO sector. Interested in a review of the Social Services Standard Terms in addition to those discussed above. I am currently looking at a number of the points highlighted in this article as I think there are inconsistencies.
